The only fix is to duplicate the shortcut and (this is the critical bit) ensure it has a different name to the original.

    Yet another way Shortcuts is flakey and unreliable.

      @heliomass Did you try Reset Privacy then re-enabling the toggles?

        @heliomass I have something slightly different but related.

        My monthly shortcut fails, because it can't start an app in the background. It reliably fails!
