The Quote-Post opt-in is a Mastodon concept. It is NOT a Fediverse concept.
Misskey, the Misskey forks (ex: Firefish), Pleroma, the Pleroma forks (ex: Akkoma) — have not only supported quote-posts long before Mastodon did, but — they don't care about Mastodon's opt-in.

The millions of accounts that Mastodon has defaulted to not allow quote posting will only be effective with other Mastodon servers.
Other parts of the Fediverse won't care.
This is a pattern that I've already seen people do on the Fediverse, Twitter, and other places.
Although, usually people take a screenshot of the post, and then mark-it-up.
It seems like Threads payed-the-cows-path and made something people were already doing easier.
In this thread, I was talking about a different type of quoting.
Quote-Posts are for quoting (really embedding) other social-media posts.
I was more talking about quoting blocks of text from books, scholarly papers, blog posts, video, podcasts, etc.

Apparently, Bookwyrm stores quotations with:
type="Quotation"
And if one Bookwyrm server talks to another Bookwyrm server, then — the ActivityPub / ActivityStreams representation of the quotation will have:
type="Quotation"
...
BUT — if a non-Bookwyrm server talks to a Bookwyrm server, then — the ActivityPub / ActivityStreams representation of the quotation will have:
type="Note"

How could you represent a quotation in ActivityPub‽

I suppose there are 2 major approaches.
Either use an existing Object Type. Maybe:
type="Note"
Or create a new Object Type:
type="Quotation"
...

One thing I used to do a lot on social-media is — post quotations.
Sometimes I was reading a book. And, I would quote things from the book and post it on social-media.
Or I was reading a scholarly paper, or reading a blog post, or watching a video, or listening to a podcast, etc.
