I should say it's performative at best. At worst, it's a perverse understanding of the concept, as it was when they went nuts about 'cancel culture' and Kathy Griffin and ten trillion other things.

Anecdotally, I encounter this fairly regularly too — mostly, but not exclusively, from the right, and usually from the politically unengaged.
As described here, Reform are only interested in the Welsh elections next May to shore up resources for their national party rather than legislating responsibly for Wales and Welsh people — but I think it a valid concern that our very democracy may be on the ballot too.

Lammy was doing well in FCDO and had a carefully repaired relationship with Trump's lot. Deputy PM is great for him and Starmer likely wants a close ally after the recent shakeup though.
I'm not a fan of Mahmood but she's perfectly placed if there is to be an about-face on the proscription.
Cooper meanwhile... I think she's a terrible choice for FCDO, and this looks like grooming to be Starmer's successor having held two of the three Great Offices.
